Equal Accuracy, Unequal Evidence: Search APIs as Decision Surfaces for Tool-Using Agents

Search APIs are the fundamental retrieval layer for many agents and are often their most frequently used tool. Traditional search APIs provide URLs, titles, and snippets that preview website contents.
